Thought leadership: Monograph & technical advisory

Jim Rock is the author of the forthcoming monograph, Health in the balance: overcoming climate, health system, and aid crises in developing countries (August 2025). This work synthesises global best practice and provides clear, actionable guidance for governments, donors, and partners facing the intersecting challenges of climate change, health system fragility, and funding shortages.

Key guidance and support available from the monograph and consultancy:

  • Strategic frameworks for climate-health resilience:
Practical models for integrating climate adaptation and mitigation into health system planning, with a focus on protecting vulnerable populations and essential services.
  • Innovative approaches to funding shortages:
Guidance on optimising limited resources, leveraging efficiency gains, and mobilising new funding streams—including social contracting, investment cases, and blended finance.
  • Policy and operational recommendations:
Step-by-step advice for aligning national health strategies with climate and sustainability goals, and for building cross-sectoral partnerships to address funding and capacity gaps.
  • Tools for risk assessment and prioritisation:
Methods for identifying and managing climate-related risks to health infrastructure, supply chains, and workforce, using evidence-based prioritisation and scenario planning.
  • Capacity building and knowledge transfer:
Support for training, technical assistance, and institutional strengthening to ensure that climate-health strategies are locally owned, sustainable, and adaptable as funding landscapes evolve.

If your organisation is seeking tailored guidance or practical tools to address the combined pressures of climate change, health system demands, and funding constraints, Health System Metrics can provide direct support, training, and access to the latest evidence and frameworks from this monograph.
