My work in Papua New Guinea has connected financing analysis, primary health care efficiency and capacity development. Across separate assignments, the aim has been to make health system choices clearer and more feasible to implement.
Diagnosing primary health care inefficiencies
For the PNG Australia Transition to Health programme in 2021–2022, I designed a practical primary health care efficiency tool and supported assessment across six provinces. The tool brought workforce deployment and workload, medicines, equipment and facility activity into a common assessment, with indicator guidance and comparisons across sites.
This was also a capacity development assignment. I trained facility managers to collect and interpret information, identify mismatches between resources and service use, and use the findings in planning. The analysis informed recommendations on resource allocation, workforce, information systems and wider health system adjustment.
Connecting investment choices with financing
In a separate 2017–2018 assignment for Abt and DFAT, I developed HIV investment analysis and implementation scenarios for Papua New Guinea. Related work included national strategy costing, decentralisation and financing review, and later Global Fund funding-request support.
These assignments combine analytical judgement with an understanding of implementation: the services proposed, the staff and supplies required, the institutions responsible and the financing available.
